Foreign trade turnover of Pskov region with Latvia is 48 124400$ Registered in Pskov region
165 enterprises with Latvian capital including 22 enterprises in 2001

  • Export from Pskov region to Latvia is 33 098500$ (30 %)
  • Import from Latvia to Pskov region - 7 731800$ (5 %)

Our concept of the project aimed at creating EUROREGIONS

The project is aimed at securing a stable and balanced development of border territories in Estonia, Latvia and Russia (Pskov region) by combining efforts and coordinating activity of the regional authorities and institutions of local governing.Legal basis - Madrid Convention on Border Cooperation, Legislation of the Estonian Republic, the Latvian Republic and the Russian Federation.
The basic problem in common in all border territories of EUROREGION - the necessity to provide employment and residence in the area. Within the last 10 years the population of the border territories decreased by 1,5-2 times. The main reason is a breakup of traditional economic relationships.
Approach to selecting directions of activities EUROREGION'S structures:

  • Securing business activity and employment of the population in the dwelling territory ;
  • Securing permanent residence in the territory ;
  • Combining efforts and cooperation;
  • Transborder character of problems and projects.

Proposals of Pskov region in respect of EUROREGIONS

EUROREGION "Estonia-Pskov region"

Unites under a treaty

On the Estonian part: Tartu, Viru, Pilva, Yigava, Ida-viruma districts and the Agency of the regional developement of Pskov region of the South Estonia
On the Russian part: Pskov, Pskov rayon, Gdov and Pechori rayons and the Agency of Regional Developement of Pskov region

Directions of activity

  • Stimulating development of cooperation, trading and investment activity (for example, Rjapinski canned vegetables plant)
  • Solving common ecological problems
  • Vocational training (mostly in traditional industries)
  • Development of tourism
  • Logistics, development of transport sector

Form of Organizational of EUROREGION "Estonia - Pskov region"

EUROREGION is formed under a treaty between two contracting parties for a period of 10-15 years

Participants on the Estonian part:
Taru, Viru, Pilva, Yigava and Ida-viruma districts in the person of institutions of local governing

Participants on Russian part:
Pskov city, Pskov, Gdov, Pechori rayons in the person of the heads of the rayons

Superior Authority: the Board and the Chairman of the Board, elected by turn for 6-year period
Executive office - the Agency of Regional Development of south-western Estonia and the Agency of Regional Development of Pskov region united under treaties
Funding source - funds of European programmes; regional budgets; budgets of institutions of local governing

Unites under a treaty

On the Latvian part: Aluksne, Balvi, Ludza, Resekne, Valka rayons and the Agency of Regional development of Lagalia and/or Vidzeme

On the Russian part: Pskov city, Pskov, Palkino, Pitalovo, Krasnogorodsk, Sebezh rayons and the Agency of Regional Development of Pskov region

Directions of activity

  • Stimulating development of cooperation, trading and investment activity (for example, Reseknenski dairy industrial complex)
  • Solving common ecological problems
  • Vocational training (mostly in traditional industries)
  • Development of tourism
  • Logistics, development of transport sector

Form of Organization of EUROREGION "Latvia - Pskov region"

EUROREGION is formed under a treaty between two contracting parties for a period of 10-15 years

Participants on the Latvian part:
